Copies source into out and returns out — how a frame's values are
retained past the frame that measured them.
The live record is mutated in place by the loop (plan D7), exactly as §9's
TimeState is, so keeping a reference to it keeps nothing. This is the
copyTimeState of §84: copyFrameStats(app.stats, myGraphSample).
An out parameter rather than a returned literal (§7b): a chart sampling
every frame must not allocate every frame.
