Resolves a RotationInput to a quaternion (§21, §7a, plan P5-3).
A number is an angle in radians about +Z and becomes the equivalent
quaternion. A Quaternion is copied through — except in a "2d" world,
where it must already be a pure Z rotation (x === 0 && y === 0): anything
else asks for a rotation the plane constraint cannot represent, and dropping
the out-of-plane part silently would leave the body facing somewhere the
caller never asked for.
