Widens any Vector3Input to a Vector3, with z = 0 for a Vector2
(§21, plan P5-3).
Dimension-agnostic on purpose: it never rejects anything, so it is safe on a
hot path. The §21 plane rules are enforced by the dimension-aware helpers and
by validateRigidBodyDescriptor.
Writes into out when given and returns it (§7b/D7); allocates a new
Vector3 otherwise. Passing the same vector as input and out is safe.
