Function registerPickingPipeline

Opts this process's WebgpuRenderers into §71's "gpu" picking tier (RFC 0005).

Calling it is what links this module — the id pipeline, its WGSL, the service, and the mapAsync read-back — into the bundle; a build that never calls it carries none of it. The id pipeline still compiles lazily, on each service's first pass, never here and never at createPickingService(), so registration and creation alone change no device transcript. Idempotent; calling it twice re-installs the same factory.
