Which levels of a texture a view exposes (GPUTextureViewDescriptor).
Every member is optional and the whole descriptor is optional, so
createView() still means "the whole texture" — which is the only form
WP-R1.1 needed and the form the swap chain and the depth attachment still
use. The two members are here because mip generation cannot be expressed
without them: a blit reads level n and writes level n + 1, and a WebGPU
pass attaches a view, not a texture, so "write level 3" is spelled as a
one-level view based at 3 (§77, WP-R1.2).
