The default seconds-valued monotonic clock — createMonotonicClock
over globalThis, resolved once at module load.
The @__PURE__ annotation is load-bearing (A-4, 2026-08-07): a top-level
call is something a bundler must assume might have side effects, so without
it this initializer survived into every production bundle — the call, and
with it createMonotonicClock's body — even after Application stopped
naming the binding outside its DEV guards. It reads one property off
globalThis and binds a method, which is exactly what the annotation
promises. Nothing about the runtime behaviour changes.
