A deliberate duplicate of @fourjs/motion's PRIORITY_FORCES, which is the
normative definition. The §3.1 matrix forbids importing it (see the module
header); the value is restated here, exported so an application can order
against it without hard-coding 500, and cross-checked against the original
in tests/determinism/phase9-particles.test.ts — the one suite that can see
both packages.
