The §81 plugin API version, versioned independently of package semver —
the way §80 makes the scene-format version independent of it.
0.1.0 rather than 1.0.0 by owner decision (RFC 0002 Q5, register row 6:
"start at 0.1.0 — honesty beats a range that parses"). Five of §81's
eleven extension points have no capability at all today, and a 1.0.0 here
would be a stability promise over a surface that is mostly absent. The
consequence is deliberate and worth knowing before you write engineRange:
under semver a caret range on a 0.x version is minor-locked, so
"^0.1.0" accepts 0.1.z and refuses 0.2.0. Every plugin written against
this version will need an explicit range bump when the plugin API does.
