Every recording without a ReplayRecording.worldConfiguration is
stamped with this, which is what keeps such documents byte-identical to the
text this format produced before version 2 existed (PH-6, see
LATEST_REPLAY_FORMAT_VERSION for the rule). Equal to
SUPPORTED_REPLAY_FORMAT_VERSIONS[0]; the tests pin the two together.
