The front door the umbrella package's Application uses, and the whole of
what an application that never uninstalls a plugin needs. Order is resolved
first, then every range and dependency is checked, and only then is the first
install awaited — so a refused set leaves nothing half-installed.
FourError INVALID_APPLICATION_STATE for a duplicate name, a
malformed version or range, an engine-version mismatch, a missing or
out-of-range dependency, or a dependency cycle (§85, §89).
